Job Summary

The HR & Admin Manager is entrusted with the overall coordination and oversight of the organization’s human resources and administrative functions. The role ensures that HR and administrative operations are delivered efficiently, in full compliance with internal policies and labor regulations, while supporting strategic workforce planning and organizational effectiveness.
This position provides leadership across HR strategy, recruitment, payroll oversight, employee relations, compliance, and office administration, while driving operational efficiency through process enhancement, technology adoption, and automation.


Key Responsibilities

Strategic HR and Administration

  • Design and implement human resources and administrative strategies aligned with the organization’s objectives.

  • Anticipate future workforce requirements, training needs, and operational capacity demands.

  • Establish scalable HR and administrative frameworks to support organizational growth and multi-site operations.

Human Resources Management

  • Lead end-to-end recruitment, onboarding, deployment, and talent management activities across all locations.

  • Manage employee records, contracts, and HR documentation, ensuring accuracy and regulatory compliance.

  • Coordinate performance management cycles, appraisals, succession planning, and staff development initiatives.

  • Support employee relations matters, including disciplinary processes, grievance handling, and conflict resolution.

  • Provide oversight of payroll processes to ensure accuracy, timeliness, and appropriate reporting.

  • Implement and manage HR systems, including HRIS, digital filing, and workflow tools, to automate HR operations.

Administrative Management

  • Oversee office administration, logistics, facilities management, vendor coordination, and procurement activities.

  • Ensure continuity of operations through the timely provision of office and operational supplies and efficient service delivery.

  • Develop, implement, and maintain administrative policies, standard operating procedures, and documentation systems.

  • Ensure full compliance with statutory, corporate, and operational administrative requirements.

Compliance and Policy Implementation

  • Maintain current HR policies and procedures in line with labor legislation and industry best practices.

  • Ensure employee adherence to internal policies, procedures, and site-specific regulations.

  • Conduct internal audits and maintain documentation for inspections and compliance reviews.

Leadership and Team Development

  • Lead, mentor, and supervise HR and administrative teams to achieve consistent performance standards.

  • Promote a culture of accountability, collaboration, and continuous improvement.

  • Support staff adoption and effective use of HR technologies and digital tools.

Reporting and Analysis

  • Prepare regular HR and administrative reports for management, covering workforce data, compliance status, and operational insights.

  • Apply HR metrics and data-driven analysis to inform decision-making and improve processes.

Employee Engagement and Communication

  • Drive employee engagement initiatives, welfare programs, and retention strategies.

  • Act as a professional and confidential liaison between management and employees.

  • Support internal communication initiatives and staff engagement activities.


Qualifications and Experience

  • Bachelor’s degree or MBA in Human Resources Management, Business Administration, or a related discipline.

  • Professional HR certification such as CIPM, SHRM, PHR, or equivalent is an added advantage.

  • Minimum of ten (10) years of progressive experience in HR and administrative roles, including at least three (3) years in a leadership position.

  • Proven experience managing HR and administrative functions across multiple sites or operational environments.

  • Strong knowledge of labor laws, compliance requirements, payroll administration, recruitment, and HR best practices.

  • Proficiency in Microsoft Office applications and HRIS or other digital HR platforms.
