Position Description

The Business Manager, Digital Health Projects serves as a key operational and financial resource within the Division of Rural Affairs. Reporting to the Managing Director of Finance and Administration and working in alignment with the Office of the Senior Vice President, this role supports the effective delivery of programs by ensuring access to appropriate physical, digital, and organizational resources. The position strengthens divisional efficiency, accountability, and regulatory compliance through accurate financial management, cross-functional coordination, and responsible stewardship of funds across all units.


Major / Essential Functions

  • Manage and oversee state, federal, local, and sponsored funding by ensuring compliance with applicable grant and contract regulations and guidelines.

  • Verify invoices for accuracy, contract compliance, and appropriate charges; perform mathematical calculations; prepare vouchers and cover letters; and process payments through Projects, Grants, and Accounting, including verification of payment coding.

  • Coordinate closely with internal departments—including ITDI, FMHIRCH, Accounting, Purchasing, Sponsored Programs, Accounts Payable, Travel, and Purchasing Card teams—as well as external partners and contractors, serving as a primary liaison.

  • Maintain payroll listings by preparing annual electronic Personnel Action Forms (ePAFs) related to salary changes.

  • Support budget development, financial reporting, and funding proposal preparation.

  • Complete final financial closeouts for assigned funds, including compliance reviews, faculty correspondence, and required accounting adjustments.

  • Ensure adherence to grant award financial requirements throughout the funding lifecycle.

  • Perform additional duties as assigned by the Managing Director.


Required Qualifications

  • Bachelor’s degree with four (4) years of experience in developing or managing programs or projects, or

  • An equivalent combination of education and experience totaling eight (8) years in program or project development or management.


Preferred Qualifications

  • Degree in Accounting or a related field

  • Strong analytical skills and high attention to detail

  • Grant writing experience

  • Knowledge of fund balance accounting and state accounting principles and practices

  • Experience using Banner and Cognos for departmental reconciliations

  • Familiarity with TechBuy, Direct Pay, Travel systems, and related financial tools
